Question resolves based on next report published by WHO after 2019 for “Alcohol, total per capita (15+) consumption (in litres of pure alcohol) (SDG Indicator 3.5.2)” for both sexes which includes both recorded and estimated unrecorded consumption. Data tend to be released every 5 years or so.

Romania has held very steady at 17.1
Georgia has varied a little from 15.5 to 15.9
Czechia 13.6 to 13.6
Latvia 14.1 to 14.7
Moldova rose to 14.1
Not finding others above 12.
Three year average to 2022 seems to be entirely after 2019 so I think this can resolve to Romania.
