Answers must each be a single country from the WHO list of countries at https://www.who.int/data/gho/data/indicators/indicator-details/GHO/total-(recorded-unrecorded)-alcohol-per-capita-(15-)-consumption

Question resolves based on next report published by WHO after 2019 for “Alcohol, total per capita (15+) consumption (in litres of pure alcohol) (SDG Indicator 3.5.2)” for both sexes which includes both recorded and estimated unrecorded consumption. Data tend to be released every 5 years or so.

The top 10 in 2019 were (litres/capita)

  1. Romania 16.99

  2. Georgia 14.33

  3. Czechia 13.29

  4. Latvia 13.09

  5. Germany 12.22

  6. Uganda 12.21

  7. Seychelles 11.99

  8. Austria 11.97

  9. Bulgaria 11.92

  10. Lithuania 11.79

Table show 3 year averages for years including 2019-2022

Romania has held very steady at 17.1
Georgia has varied a little from 15.5 to 15.9
Czechia 13.6 to 13.6
Latvia 14.1 to 14.7
Moldova rose to 14.1
Not finding others above 12.

Three year average to 2022 seems to be entirely after 2019 so I think this can resolve to Romania.
