Resolves 100% to the first city that wins a championship, 99% to the 2nd city, 98% to the 3rd, etc.
The 99th city to get a championship (if we someday get there before completion) will resolve at 1%, all other cities that are on the list will then resolve at 0%.
If a team relocates, the previous city they were from will remain on the list. If a new city gets an NFL, NHL, NBA or MLB (either through expansion or relocation) team then I will add them.

@DanielTilkin Probably going to treat them as the same, luckily with a precedent set with grouping the Twin Cities together. Although it might be more fun to separate them
